ICE Agent Fatally Shoots Driver Amid Chaotic Enforcement Operation
MINNEAPOLIS, Jan 7 (TNGB) – A large-scale federal immigration enforcement effort in the Twin Cities escalated into violence when an Immigration and Customs Enforcement officer fatally shot a woman in her vehicle. The incident occurred in a south Minneapolis residential area, drawing immediate backlash from local officials and sparking protests amid ongoing tensions over the operation’s tactics.
Department of Homeland Security officials reported that the shooting happened after the woman’s SUV allegedly became stuck in snow while agents were conducting arrests. According to Assistant Secretary Tricia McLaughlin, the driver purportedly weaponized her vehicle in an attempt to run over officers, prompting one agent to fire defensive shots. DHS Secretary Kristi Noem allegedly described the act as domestic terrorism, emphasizing that the agent acted to protect lives.
Video footage shared with local media outlets presents a different sequence of events. It reportedly shows masked ICE officers approaching a stopped Honda Pilot on Portland Avenue near 34th Street. One officer allegedly shouted commands to exit the vehicle and attempted to open the door. The SUV then slowly reversed before moving forward, at which point an officer fired three rounds through the driver’s side window. The vehicle traveled a short distance before crashing into a parked car.
Eyewitnesses provided accounts that challenge the official narrative. Caitlin Callenson, who recorded part of the scene, reportedly observed an ICE vehicle mired in snow and bystanders using whistles to protest. She allegedly did not witness any detention attempts immediately before or after the shots. Another bystander, Emily Heller, claimed the driver appeared slumped over post-shooting, and federal agents prevented a self-identified physician from providing aid.
The victim, a 37-year-old woman, was pronounced dead at the scene. Her identity remains unreleased pending family notification, and sources indicate she was alone in the SUV. DHS characterized her as a violent rioter, though no evidence has surfaced linking her directly to immigration violations targeted in the raid.
Local leaders expressed outrage over the federal presence. Mayor Jacob Frey, after viewing the video, allegedly dismissed the self-defense claim as unfounded and demanded ICE agents depart immediately, stating their actions sow chaos rather than safety. He reportedly accused the operation of ripping families apart and exacerbating distrust in the community.
Hennepin County Attorney Mary Moriarty announced efforts to secure a local investigation for transparency. U.S. Representative Betty McCollum called for an immediate halt to the raids to prevent further harm. City Council Members Robin Wonsley and Jamal Osman addressed gathered crowds, noting the area as an active crime scene under Minneapolis Police Department oversight.
Governor Tim Walz’s office urged calm while coordinating with federal authorities for more details. His public safety team is reportedly gathering information on the ICE-related incident.
The operation involves over 2,000 federal agents, including 1,500 enforcement and removal officers and 600 Homeland Security Investigations personnel, marking it as the largest such effort in Minnesota history. Officials claim hundreds of arrests have been made since early December, focusing on alleged fraud among Somali residents, with numbers reaching approximately 1,400 by recent counts.
Protests intensified following the shooting, with demonstrators chanting against ICE and throwing snowballs at agents. Federal forces allegedly responded with noxious gases, including pepper spray and tear gas, leading to reports of vomiting among protesters and journalists. Blockades formed around law enforcement vehicles, echoing tactics from migrant rights networks prepared for such events.
Emergency medical technicians arrived about 15 minutes after the incident, according to witnesses. The delay and alleged obstruction of initial aid have fueled criticism of procedural handling.
This event marks at least the fifth fatality in similar immigration enforcement actions across states since 2024. It unfolded mere blocks from the site where George Floyd was killed in 2020, heightening sensitivities in a community still healing from past unrest.
Investigations are underway by ICE’s Office of Professional Responsibility and the DHS Office of Inspector General. Local authorities seek involvement to ensure independent review, amid calls for body camera footage release.
Community advocates argue the aggressive tactics undermine public safety and target vulnerable populations disproportionately. Federal defenders maintain the actions are necessary to address immigration law violations and protect officers in challenging environments.
As crowds dispersed under increased police presence, memorials began forming at the site. Road closures persisted, with counseling services offered to residents. Further updates from involved agencies are anticipated as inquiries progress.
The clash highlights deepening divides over immigration policy enforcement, with stakeholders on all sides demanding accountability and reform.
